At the BSEC-URTA General Assembly, IRU highlighted the TIR system and digitalization as key drivers for facilitating efficient trade in the Black Sea region.
A New Phase in Black Sea Transport Development
At the 46th General Assembly of the Black Sea Economic Cooperation Transport Association (BSEC-URTA), IRU Secretary General Umberto de Pretto emphasized the emerging opportunities by expanding measures to facilitate TIR and digital trade.

New Route
Iraq is once again emerging as a key regional transit hub.
This project connects GCC (Gulf Cooperation Council) countries to Europe via Turkey.
He also highlighted that current TIR movements through Iraq significantly reduce transit times.
- The TIR system reduces cross-border transport times in the GCC by up to 92%.
- For example, a recent movement through Iraq delivered cargo from Romania to Jordan in just five days.
- Traditionally, the same route by sea would take eight weeks, marking a substantial improvement.
Facilitation within BSEC
Regarding the wider BSEC countries, Umberto de Pretto highlighted the role of TIR in the Middle Corridor.
The system ensures reliability, safety, and cost efficiency.
He stressed the importance of addressing remaining obstacles:
- Long waiting times
- Limited border capacity
- Complex customs requirements
Looking Ahead
Umberto de Pretto called on BSEC-URTA members to:
- Support new road opportunities
- Develop digital solutions
- Deepen cooperation between public and private sectors
This is key to unlocking the full potential of the region.
